В своем первом значении means соответствует русскому средства, также имеющему только форму множественного числа. В значении means 2. соответствует русским "средство, способ", которые в русском языке имеют обе формы числа. Можно мне взять ваш зонтик? - Конечно/безусловно/пожалуйста; by all means get yourself a new pair of gloves, but don't spend too much money конечно, купи себе новые перчатки, но не трать слишком много денег на это. Сочетание by all possible means соответствует фразе всеми возможными путями/средствами: we must help him by all possible means мы всеми средствами должны ему помочь. (4.) Словосочетание by no means или not by any means обозначает категорическое отрицание и в этом значении эквивалентно английскому definitely not: Is it all you've got to say? -By no means.
